How many readers out there are eligible for a raise twice a year?

Columbus- Gov. Ted Strickland has lifted a salary freeze for high-earning managers in his administration, though no one is guaranteed to see an increase this summer.I sure am glad we did not have any budget problems this year! Agency heads will be allowed to give raises ranging from 0% - 3.5%.
Strickland's reversal is not so much a kind gesture as it is an attempt to keep upper-level managers from leaving their posts in frustration over pay, apparently a growing concern within the administration.
The governor last year froze the salaries of all nonunion, senior-level management jobs - about 6.5 percent of the 57,454 employees under him - which otherwise were eligible for a pay increase of up to 3.5 percent twice in 2007. More...
If Rev. Ted feels raises should be given - he should take it out of his pay and the pay of his agency heads!
