Can someone please point out where I can find "state funded sex change operations" as being one of our civil rights?

According to Associated Press reports, the inmate, Randall Gammett, demanded a name change to Jenniffer Spencer while in prison, as well as various treatments.
The inmate, in jail for possession of a stolen car and escape, believes "she is a woman trapped in a man's body," according to the report, and "castrated herself using a disposable razor blade" in a prison cell when state prison physicians declined to prescribe estrogen.
The inmate then filed a lawsuit against the Idaho Department of Correction, alleging a violation of constitutional rights for that refusal.
Now Judge Mikel Williams, of U.S. District Court, ordered the state to provide the inmate with psychotherapy and estrogen pending a trial. More....
Casterated herself? That simple statement should tell us there is something wrong in Idaho!
Of course it would be asking to much for the judge to have a pea brain and tell the prisoner, "You do not have a life sentence, the voters of Idaho will not be forced to pay for your elective procedures leading to a sex change operation."
To be considerate, he could have urged the prisoner to read Cosmo, Better Housekeeping, do his nails, etc.... To offer encouragement he could have stated.... " when you are released, go to Ohio. I am sure the Governor, Rev. Strickland, or his corrupt Attorney General, Marc Dann, will give you a job."
If the prisoner had a life threatening medical condition, that would be one thing, but this is elective surgery. I could even see if the prisoner was seeing a quack or receiving estrogen prior to his arresst, that his treatment be continued. But this does not appear to be the case.
As for the injuries of the self inflicted castration.... the prisoner should be told he /she will be expected to remit the medical costs associated with this upon his release. Any further self inflicted injuries, will cause his prison term to be lengthened.
And of course the residents of Idaho will have to pay to have the cell remodeled. I'm sure having a cell not adorned in womenly decor violates some other right.
I bet this guy (thing) will get violated a lot in prison. But for some reason I don't believe it will be his civil rights being violated!
